oh man... so happy I clicked on this video. My in-laws live in the neighborhood at the end. I knew there was some water infrastructure there, and always wondered about the extra long driveways. Never put it all together to realize there's two large water pipelines that meet there. Looking a satellite imagery, I think the pipeline continues south for a bit to Big Canyon Reservoir which is neighbors with Pacific View cemetery. Several celebrities are interred there, including John Wayne and Kobe Bryant.

I’ve worked around pipelines for some time (mainly petroleum) and learning to read street markers is one of those things that will change the way you look at the world around you. I’m curious if there are any booster stations for this line aside from its point of origin in La Verne. I know there would be a short elevation gain around the golf course at Fairplex, and aside from the Diamond Bar blvd/57 area, it’s pretty much gravity fed all the way to the sea.

With regards to the lack of a bike lanes on Brea Canyon Rd going through the unincorporated portions of Los Angeles and Orange Counties, you need to get in contact with each county's board of supervisors.
I'm pretty sure you didn't record this on weekend because there wasn't a lot of traffic and all the scenes seem to happen around noonish I think, which is impossible to do in one day.
