He very clearly did, the issue with BP is once he's in the hands of a good player he's nearly impossible to kill and the fact he can rack up a shield on top of his insane mobility makes him very hard to take down. This nerf makes it so the BP has to put himself in a lot more risk and there's more oppetunities to kill him when he tries to fight groups of enemies. In high ranks he has around 5% pick rate and 53% win rate so that alone should indicate how strong he is.
