I've seen worse. I remember working on a E-250 3/4 ton Ford Van. The inside brake pad was worn down to nothing but dust. The edges of the caliper Pistons locked into the heat fins inside of the rotor. Yes; it was towed in.
Brake fluid all over the rubber boots? Really? Why dump it all over the place, literally takes 30 seconds to push the calipers back into place without dumping the fluid.
Letting it hang is crazy work

normally yeah, but I'd bet that hose is collapsed internally. Probably the reason the caliper froze.

That's better. eject the old brake fluid . but try suspending the calliper next .
