I honestly dont think he even needs to 100%, the fountain and statue should honestly cover him if he manages to get just a few sigils and a few stature levels. Combined with the events, im actually positive he dosent have to

I guess there’s an overall balance. For months I haven’t gotten anything but flat stats and Def pieces, let alone a double Crit lines. Artefact luck -100. To compensate Neuvillette blessed me by arriving early and not guaranteed. (Felt cool since it was the first 10 pull on the banner, even if there was more Lyney pity from before.) You’ll might still get him :)
I sat down Aether on the chair he used when watching the magic show, since he was right beside Neuvillette then. Had flat 50 pity in the bank, and won his 50/50 after 30 more pulls. It's the same thing I did for Zhongli. I sat Aether down on the chair he used while having lunch with Zhongli at third round knockout, and won the 50/50 after 30 pulls, funnily enough (had 20 or so pity at the time).
I actually put Lynette and Freminet in my team plus Tartaglia, the logic being them all fatui for him to judge. I pulled inside the Palais instead, near the door to his office. It worked and I won the 50/50 painlessly
I mean you're gonna get 25 free pulls in over the course of a week soon, thanks to the anniversary and shop reset, plus you have an entire new area to explore in 3 weeks time so neuvillette is more than possible.

Well I guess he loves these cute otters more😂😂😂 And, yeah. His gameplay is really satisfying. I hope I'll win 50/50 and get Wrio too xD
I really wanted him since archon quest, but his gameplay is kind of slow and static for my taste :/ Got his weapon tho so it might come in handy in the future.
When I wished I went to that spot too only I used Childe. I activated childes skill and wished. He was looking for a fight after all and it did bring Nevuillette down to our level and off his chair. Surprisingly this worked for me.
