We cannot have minister's who rely solely on advisor's, this implies they do not know what they are doing and even when their advisors mess up they don't realize anything because they are not educated for those positions. We cannot have a person being elected as a minister of education, 4 years later he's a minister health then suddenly a minister of defence. A minister must be someone who is an expert in his field of ministry.
