I think a lot of people were waiting on the tome to fully jump into the army, and it also takes time to paint the new models, so yes but not by much as the Battletome is very similar to the index

Did they change the unit size to 3 for ratling guns and warpfire throwers as well? Since they are now the same box as warpvolt scourgers? Would be a shame if I had no real use for my precious little metal ratling gun that i finished recently anymore

I believe they had both ready but since the rats won the narrative campaign organized for the launch of the edition, they got the battletome first :)
Stormcast will most likely be next!

Yeah same as with 40k when Nids won and got their one first. Skaven battletome was previously announced and went up for pre order on the weekend Stormcast probably won't be until the end of the month.
