I thought it looked like it was sitting low in the water too. But looking at the full scale versions, it seems that they just sit that low in the water. Wow!
PBY, Goose and Albatross all sit so low in the water that on take off you think you're going to sink/die. When water comes up to what feels like the windows you get a little lump in your throat.

The early model PBY did not have landing gear. Pure seaplane, not amphibian.
