Here she is still young and new to the UK so it makes sense she still sounds very Japanese. Her singing voice in Dare goes against this because the singer is British and supposed to sound like the way she does because it sounds good while her voice actress is supposed to sound Japanese because Noodle (at this point) was still from Japan and new to the UK, so it does completely break Noodle’s canon voice/accent, but it’s still not an accident.
noodle is a perfect example of a weird ass little girl in the best way kids can be so cool and her character is very genuine about being a kid with her own interests and personality
I like how we see Noodle talking with very jagged, low-framerate animation, and then the video cuts straight to her much better, smoother animation in the DARE music video. Great segue...

I think it's about how you should do smth about the problem instead of complaining about it. In a way "It's dare (there)" means there is smth happening, so do smth about it.
