Probably because there too many people there to translate everything, if you watch the whole stream Coco does translate for Moona when the group need to do something (like picking team by picking either paper or rock and Moona confusedly pick scissor, the somen noodle and the time limit). Also for why Moona is so quiet is Moona is kinda famous for being quiet with big group collab consider she is introvert and always wait for other people to finished speaking, and if you plus in doing a project and a time limit, you won't get much of her.

Both team were supposed to make somen noodle, it is a kinda of noodles that flow down in a water bamboo shoot. If you look it up then Moona team concept is pretty spot on while Pekora build a water slide death trap.
