You should have let the sauce cook for a while to almost attain consistency before adding the fish to avoid the corn starch. You do not need corn starch for the soup to get thicker.
If you buy your fish from a place that only sells fish, they will happily clean, scale, slice or fillet any fish for you. Then when you get home you just have to wash with water and salt.

Tilapia fillet takes 4-6 mins to cook, boiling 8mins is good so 15 is too much unless you are making fish porridge. Experience and professional take
