Baking soda is sodium bicarbonate and it requires an acid and a liquid to activate it....acid like butter milk ,yogurt, vinegar, brown sugar, molasses, orange juice, apple sauce,natural cocoa powder not the Dutch processed one, honey, cream of tartar etc.....on the other hand baking powder is a mixture of sodium bicarbonate plus cream of tartar which is a dry acid plus sometimes little cornstarch..it only needs a liquid to become active....this is the basis difference...if we are using both baking soda and baking powder in a dish like as l have shown here in gulab jamun we don't need an additional acid ingredient since dry acid in the form of cream of tartar is already there in baking powder which can act along with soda powder and activate it...hope your doubt is cleared dear
