My Parents bought a Home on the Gulf Coast of Texas and where required by the Bank/Mortgage firm to get Flood Insurance !

YES, if you are geting a mortgage, somes areas require flood insurance. Here in our area, base elevation of 11' is one of the minimum requirements in determining a flood zone.
