there is a problem with your assessment, and that's the fact that bill is on a literal other dimension from sans. 3d vs 4d. A similar way to explain it would be a 2d sword, which is written to be extremely powerful against wolves, being used to stab a wolf. Since it's 2d, it's literally more thin than paper, so even if it's supposed to be super powerful against wolves by its definition, that's all it is, a written definition. it's not gonna kill that wolf, likely gonna bend against it and make it attack you.
