I think that Moon and Star, Nerevar, would be better suited as Link than Dagoth. Well this is how i would cast:

Altmer/Chimer - Hylians
Bosmer - Kokiri/Skull Kid
Khajiit - Servants for the Actors
Mario & Luigi - cameo on LonLon Farm
M'Aiq - creepy mask merchant
Bardau - the Moon from Majoras Mask
