You are wrong in point of voltage difference. Although both countries have power outlets of different voltages but laptop power bricks are designed to work at a range of 110V-250V, so it does not make a difference whether you charge your laptop at 110V or 250V

But i feel the devices work best while they are where they were designed to work at. Same gaming on ac worked wonders in india. But in canada same games after on ac were extremely choppy with no hardware change. So from what I experienced. It might make a difference.

I opt for bachelor of computer science in Canada but i don't have laptop here in India so i have to buy it from Homecountry or in Canada ( from the perspective of assignments) . In this scenario what should i do?
