The Ukrainian call sign came as a surprise to me, since I was unaware of President Volodymyr Zelensky's decree being lifted. At the beginning of the war in 2022, the Ukraine government issued a ban on the operation amateur radio transmitters for personal use. Apparently -- as this 21.012 MHz CW QSO 1349hr UTC 14Feb2024 suggests -- this is no longer the case.

I've heard Ukrainian hams on the air throughout the conflict with Russia. If there was a ban, it was only for a short time or ignored by some hams.
