I believe this brother was talking about what the reciter Dossary does in many of his recitations when he vibrates his lips up and down to create a certain effect in the recitation. Some have said this is bad

Yea. Yasser al dossari do this when he doing madd in recitation. And arabic 101 said that it is wrong
I heard that hadith says that you have to move your lips or else allah al hamd wont accept your dua... well back in the days I told my uncle I read quran in silence during salat, he told me can you really do that, i said yes, then he told me it is allowed... but no good these days as satellites will attack me if I say in my mind... well I just dont know if allah the most beloved accepted my prayers I did with my mouth closed and recited the quran and glorification of allah as the most beloved... but allah is the most beloved so he wouldnt probably take away all good deeds done for allah the most beloved.... but now a days I recite loud during salat with lips moving so that allah most beloved accepts it...

Shaykh is not speaclised in quran recitation what the guy referred to is vibrating by the lower jaw instead of inside of your throat where we have to such as in اِلَّاۤ illaaa you have to do up and down equivalent to three alif but with your throat without moving your lower jaw.

quran recitation is not same with quran knowledge. sheikh understands quran but maybe not quran recitation rules but then again it all goes to default where everything is permissible until said otherwise(by hadith or quran).
see,you cannot make a ruling by yourself,maybe the rules are in quran reciting,but you cannot say that for general ruling,as in "you will sin if you move the lower jaw during a certain part or the recitation". as the sheikh said,you can recite quran as long as it's in a way that doesn't disrespect it.
