Correct, it’s basically designed so that can get a higher price for the ship when it’s one with high affinity. Sometimes they do stat changes to “justify” it. But given we just got a base tirpitz buff I have a feeling these won’t have any stat changes

Yes the next update is the Birthday update. Technically speaking Legends has 2 launches. One that was in April that was a soft public launch, like an early access. Then a second official launch in August. So that's why there's kinda 2 birthdays a year.
