The hand rub and the "...I'll have to get dirty" was Brolin's character accepting his mission, and his inevitable fate. If you didnt understand the movie just say so.

Only watched Sicario clips but this is what I picked up and love: Cold, ice cold professionals going straight to business. It can't be a Sicario movie without the cold.
I’m not sure he was all that ‘needed’, in a sense. “He's a psychopathic killer, but so what? There's plenty of them around.” The Brolin character needs his handlers more than they need him, and he knows it. He can’t be a loose cannon in a constraint-free environment without the government, but they can find a replacement for him in a couple of minutes.
This type of scene, when done well is fantastic. My favourite : Willard : Terminate the Colonel? General Corman : He's out there operating without any decent restraint, totally beyond the pale of any acceptable human conduct. And he is still in the field commanding troops. Civilian : *Terminate with extreme prejudice*

When they ask him how to start a war you can see them start to grow a little uncomfortable with the dimensions of thought Brolin's character is familiar and comfortable with, yet can see the value of his approach. And he reminds the Secretary that it is his moral choice...

What's accurate is the Secretary's comment about not needing to remind him of "what would happen" if it was revealed that the US was behind it. The concept of "plausible deniability" applies here.
it struck me how the first two camera angles made it seem like they were alone in the room. but over the next two shots you see it's a brassy affair. i'm not good at analyzing scenes so i don't know why that was done, but it was impactful, for me at least. kind of reminded me of the many times i was called into the principal's office. it was never just us. there was also an 8th person in the room with them, only half in the frame, i thought that was interesting.
I love how the Secretary of Defence has a Marine flag in his office meaning he is a Marine and he's portrayed by Matthew Modine. That was clearly done on purpose lol.
This movie really does start out strong and just falls off a cliff as soon as it becomes an escort mission rather than sticking to its original plot. All of the initial intrigue is abandoned to attempt an unnecessary redemption arc for Alejandro that unfortunately doesn’t lead anywhere trying to mimic more successful “father/surrogate daughter” stories already told frequently and with more impact.
Quite a role reversal for Catherine Keener. She went from working at an Ebay store and breaking a 40yr old's cherry to holding a high level position for our nation's defense. Sounds about right.
