The U.S. lost a lot of ships off the coasts when they entered the war. Maybe the Axis had a deal with the Deap Ones, but something happened and they changed their alliance?
I've honestly tried to stay away from Cthulu games (I'm not a fan of percentile systems), but I might have to check this one out if it can work in a different system.

OK, as long as the books have stats for Savage Worlds, I will see about buying them. I'm not a big fan of the Call of Cthulhu system but I love Savage Worlds.
It's the Serpent Men- They've adapted to the modern world by implanting SP souls into human bodies and used technosorcery to evolve themselves into dragons. For the Asian region, that's very significant.
