I used to work for a company, where they registered themselves under the ABRY scheme but as no employee is aware of such a scheme, so the employer took benefit of this and all didn't give any employee any amount they received through the scheme. Later when inspectors came down to inspect, they found out and strictly ordered the employer to give away the money they took from the govt through the scheme. They even played a game with gullible workers there. The employer told employees to refund the cash amount and described it as a calculation error.

In the video you mention PF wage which means only basic wage must be counted, but the definition of wage has not been specified in the budget document, the wage can also be gross salary as is given in Payment of Wages Act.
