Deku embers is at BEST at Vigilante Deku level, but not stronger. Same goes for Shigy/AFO in the final fight, even AFO stated that his body is much much weaker because of the all damage he took, that's why his body lost against his quirks and his body started to break.

DKT is strongest but didn't is the strongest of entire verse because of his rage mode and tanjiro couldn't think
Shigaraki on other hand was just weakened, but still is the strongest of verse, no version of deku could deal with since like it was shown (poorly by the author) AFO returns to his psycho and cold mind, so in theory, he could think and do the best plan to defeat everyone else and defeat for all deku, but somehow he couldn't see deku and all the background characters was able to bother him to give the chance to deku kills him.
In other hands, different situations but same ending: Nerfed by author to MCs survive and give background characters a role.

Deku is stronger then Shigaraki, he actually beat him at the end. And when AFO start control Shigaraki his body already was weakened ( the only one reason why AFO could damage Deku in Vestiges World is only because it was unexpected attack ).

😗I think Full power deku(final arc) and all the following deku forms are lower than Shigaraki's because if it was not the case he wouldn't have to throw OFA into his core, not to mention Aizawa was no longer there to erase his quirks.
