That fork doesn't look safe to me you should get it replaced, its not safe to reuse a repaired fork it can go with out warning.
Yes, you're right. In any case, I had to ditch this project. When I went to have the frame resprayed the painter told me the tubes were full of rust and not safe to ride on.
