Some 35 years ago I lived in an apt in CA and there was a guy that used to do burn outs with his car daily in the parking lot, He was friends with one of the guys that lived in the complex and speaking with the guy he was visiting did not help. The guy that lived there claimed he had asked the guy to stop but he would not listen and calling the police was no help either as they did not want to come out or take any info about what he was driving. One day I watched as he did his usual burn out and two guys walking down the street walked in the parking lot and called the guy to talk to him. They talked to him a couple of minutes and then one of the guys from the street hit the guy that was doing the burn outs knocking him out cold and they turned around and kept on walking down the street, the burn out guy got up after about five min and got in car and left and he never did any more burn outs in fact he went from being a daily visitor to rarely coming to the Apt's again.
He's probably planted by the property owner. They ought to threaten to sue the HOA and property owner for damages and lack of security. I bet he leaves then

My thoughts exactly. He's probably planted by the property owner. I had the same issue in our apartment building because new owners wanted people to move and offered very low relocation. Next thing you know, a squatter moved into a vacant unit and was terrorizing the tenants. The police kept coming out to remove the man but he kept coming back. We put up cameras and recorded him. Then we got an attorney to sue the property owner. Long story short, he just disappeared.

This is the second report I’ve seen this year of a tenant behaving like this with no apparent laws in place to handle this.
The report makes absolutely no sense. The person is clearly on video committing criminal acts. The corrupt system is waiting for the person to seriously hurt somebody before taking the matter very seriously.🤷🏼🤔🙄
