Why is he focusing on one guy, when he can obviously select the target for each of his ships? During the whale battle, he could have had the first boat attack a shark for 1 damage, and the 2nd ship attack the whale also for 1 damage, instead of for 1 damage total.
The whale has two 'shields', so whatever damage is given to the whale is reduced by two. With both his cannons firing at the shark (top boat causes 2, bottom boat causes 1), that causes three damage, minus the two for the whale shields, equals the one damage point remaining. The individual ships on their own would not be able to cause any damage to the whale with their basic salvos.

This reminded me of a Flash game called Buccaneer, I think, and it is about adventuring on the map and it had multiple endings that required you to do different things. There is also combat but it's simpler than this game.
