There are more than 20 reactors being planned in India, 4 of which will be setup in UP. So i am glad up is getting such projects.

These projects developed in gujrat and south India due to geographical...India is in Northern hemisphere due coriolis effects and things u will release so they turn into right direction... Second reason for coastal area power plant easily released there wastage in Sea...

Radiation hazard wise, Thorium is least harmful. That is what is meant.

I agree. It is about 15%-18% lower compared to enriched uranium. That isnt too low but low for sure.
The advantages of Thorium is the post procedure. The disposal of thorium. Thorium Decays in about 150 years whils Uranium decays in about 400-500 years. Based on the studies in Japan and Russia.
