This is confusing, what are sets? I buy bundles of 40 bulbs in the spring from like Home Depot and plant them to grow. Wouldn't these bulbs I plant have been grown from seeds the previous year? So, wouldn't buying/planting these bulbs be what you are suggesting?
Sets are onions that have been grown and made a small bulb. These bulbs are then stored and sold to be planted later. Sometimes these young bulbs think they are in their second season and put their energy into seed. Onion sets work. But onions from seed will usually be bigger.

Yes. I’ve been working on it. Our native soil is clay. I add a layer of Chicken run mulch each spring.

There are also onion starts at the store. They are just onion seedlings a few months old
