The mayor tries to control things in her favor using Rules of Order, unless doing so will work against her. In that case, she ignores the Rules and becomes a dictator.
After calling for a motion to adjourn, at 5:55, there is a motion to suspend the Rules, with an immediate second. Instead of calling for a vote on the motion, as required by the Rules when there is a motion and second, she again asks for a motion to adjourn. Then she was twice reminded that the motion was to suspend the Rules, not to adjourn, and each time she again asked for a motion to adjourn. During that, she even stated that the meeting was over, which can't be done without a vote to adjourn. I guess she was suspending the Rules on her own in a way that suited her purposes, without a vote of the Board.
She then called on disgraced Trustee Holmes, by name, to make a motion to adjourn, which he apparently did so quietly it couldn't be heard. She then asked repeatedly for a second (which is required by the Rules to have a vote), but never got one.
When asked if there was a motion on the floor, she ignored the question and at 7:27 adjourned the meeting on her own and then called the efforts by the audience (and probably the majority of the Trustees) to have Lori Lightfoot speak grandstanding.
Kudos to the trustees who followed the Rules of Order and tried to get the mayor to do the same.
