They could’ve honestly. But they decided to change MC’s while keep reintroducing side characters, such as Adewale, Achilles, Haytham, etc

Honestly the story for Black Flag was pretty air tight, it doesn't really need a sequel. I would rather have gotten a continuation with Connor in AC3 or a continuation/remaster of Shay's story in AC Rogue.
