In my opinion, anybody that's out driving in those conditions in that kind of weather deserves whatever they get because nobody in their right mind would be out in that.
It seems that in Russia they have painted crosswalks that do not have an associated traffic light signal . It is a recipe for disaster as many times we see people acting like they are going to cross at any time prompting the first car to slam on the brakes. Apparently, drivers get used to driving by without stopping until they see someone trying to cross. I can only guess drivers are so fearful of the penalty that they rather stop even if abruptly and risk getting hit from behind by the learned habit of not stopping most of the time. If you are going to have a crosswalk, why not just install a stop sign and making everyone stop or at least slow and proceed with caution?

Looks like in Russia, a lot of intersections without traffic light or a STOP sign. Complicates driving rules with main route rule, or interference on the right or whatever rule. Not like in US. You either have a traffic light or a stop sign on each and every intersection. And you do not need special stupid pedestrian signs in the middle of a busy road.
