The good news is that many major domestic US airlines have the same personal item size requirement of 18x14x8 inches. This includes American Airlines, Spirit, Frontier, and Allegiant.
The not so good news is that finding an underseat travel bag that measures 18x14x8 inches or under can be tough. Most wheeled luggage is too large, and many travel backpacks are carry-on size and would need to go into the overhead bin anyway.
The stakes are even higher for Basic Economy passengers who are only allowed one personal item and run the risk of additional fees at the gate if the bag is too large to fit underneath the airplane seat.
This inspired us to make a video that not only showcases backpacks falling under the 18” x 14” x 8” personal item bag size limit but also are great for one-bag packing so that you can say goodbye to carry-on fees for good.

Which is in liters the maximum size for underseat backpack?
There is no true maximum size in liters since what matters is that the dimensions fall under the maximum size limit of the airline. You should be fine with most backpacks under 15L but can go larger if the dimensions are small enough!
There are some 40L bags on Amazon that fit the dimensions
You couldn’t pay me to fly Frontier. They’re not budget at all at the end of the day and their ticket agents are ghetto as hell. Plus, they are notorious for canceling flights for no reason at all.

none of these bags take full advantage of the size limit of the airlines. Not good options.

if you have the ability to spend over $150 on a backpack....u shouldn't be flying a budget airlines. just saying. my Jansport classic from college will do just fine and it has a lifetime warranty.

It depends how often you fly. Definitely, you can save money. Also, many people like to carry a personal bag for other reasons, such as knowing that you'll arrive at your destination with all the essentials.
As soon as you pay to check a bag you've paid for over 1/3rd of the cost of the bag. The forth time you fly the bag starts directly saving you $. Admittedly I got a $15 puma kids duffle to be within Avelo's minimum size and it was fine, but the strap has no padding so it doesn't take long to get uncomfortable and it's got about zero waterproofing or theft protection. If all you are talking is the backpack cool, but if you're checking a bag reconsider the total cost and the long term value.
Some people travel budget airlines to splurge on other things like hotels and other vacation activities
