I would be willing to bet that the car was in an accident at some point in its lifetime and that corner of the hood was bent. They straightened out a bit and just put a ton of mud on it. Just take the bend out of the hood as best you can, make it as straight as you can so you just need to use a small amount of filler on it, that way the repair should last forever.

I would have thought so too, but the under-support framing showed no signs of damage. And yes, I will pull the metal back to shape before re mudding.
