0:31 is this just "move right and left with the right timing" or is there something else I'm missing?
That's correct. There are only two bullets coming at you, and you can avoid them by moving to the side.

That's Riku's signature move, Dark Aura! It's in all versions of the game and most other games he's in too.
Dark Aura can be obtained with Keeba Tiger and Ghostabocky Ability Link in all versions of the game.
