Actually, there is another explanation: people in the One Piece world look ugly because they've lost their dreams. If a person doesn't follow their dream or loses it, they tend to look ugly. However, people who follow their dreams or regain them appear to be more attractive. Basically, this is the whole ideology behind a person's appearance in One Piece.
The same applies to Coby. While he was not fully committed to following his dream of becoming a marine officer, he was unattractive. But the moment he decides to pursue his dream, he starts to change into a more attractive person.

The plot on Loguetown with Dragon and the weather is a common confusion. Probably caused by unusual storm animation, and sudden weather shift. But in the manga, Nami forecasts the upcoming storm and she emphasize how bad of an emergency it is.

Reason why One Piece is so fun to watch is because you need to make a speculation.
I knew Dragon was Luffy's father from Lougetown, Dragon literally said " a pirate eh fine by me" after he saved Luffy.
Ohara was about the fact they were learning to read the ponoglyphs. That is forbidden. It has to do with the search for knowledge of the void century. Robin’s story, her path… why she is on it. Why she joined Crocodile, Was explained in those Ohara episodes.
everybody knows dragon( only luffy didnt know the name)...they just dont know dragon's full name

Father : revolutionary group
Son : pirate
Its crazy that Dragon its a very smart guy and luffy is like the other version of garp XD
pirates they only go for civil people and robbing them or took their money or treasure, but revolutionary army is trying to take down world government directly, that is why Luffy and his crew was abnormal declaring war against government at Enies Lobby even though Luffy was only tried to save his friend.

pirates try to stay away from the marines but revolutionaries directly challenge world government and which is why they are taking down all the other kingdoms which are highly influenced by the world government one by one. you'll be able to understand this later on in the story it little bit complicated.
