Personally checking ✅ "disable Fullscreen optimization" in Windows 11 really boosted my fps in cs2. Went from 156fps to 210 fps. I used the FPS BENCHMARK map in the workshop to measure it. This may depend on the Windows version you use, I use WINDOWS 11. There were parts of the map in Mirage where I went from 180fps to 240 fps. Of course this is in offline mode, empty local map, 1 player. The more players the less fps. My specs: i5 11400H, rtx 3050, 8gb ram, it is a laptop. The only downside of checking "disable full.." is that you can no longer take screenshots natively from Windows by using the print screen key on your keyboard, the only way to do it is by using the Steam Overlay screenshot key, so you can share screenshots to your friends there.
no setting will ever give you a boost of 50+ fps, ever. unless you go for ingame ultra to super low presets you might gain this much but i still doubt it. check or uncheck a box and gain 50fps, nop.
Also in windows 11 at fso uses the new flip-model presentation instead of the old blt-model. This results in less delay. With the presentmon application you can check what kind of flip model the exe process uses. The best option is to leave it as is - FSO w/ Multi-Plane Overlay (MPO) enabled.

I decided to check disable full screen optimization thanks to this video, i'm getting around 50+ more fps 1% lows than unchecked (1% lows were dropping around 200fps sometimes even lower in aimbots, now they're only dropping to 220-250 most of the time they stay around 250, actual fps constantly @ 400 capped with RivaTuner), the game feels smoother than usual, i noticed that the setting will cause lower fps for most people but if you got a strong PC like me and you're already getting more fps than you need then you should give it a try like Astro said and see if it's better or worse. I'm on Windows 11 23H2. PC specs: 3060Ti, 5800x3D.
This doesn't correlate with my experience, checked on windows 11 2h24 offers better frames and less stuttering - I'm curious why this discrepancy occurs?
One gives you mouse precision but other one gives you less mouse latency? I mean if I feel mouse latency then my precision will be affected. So in reality those to cancel each other.

It does increase the load in the pc so maybe it also increases the input lag, it wont be that bad and if your using a second screen is probably for something you want to use while playing so dont overthink it and keep using it
Regarding questions about Win11, on this version FSO (unchecked) works even better, so the same logic as with Win10 applies

Disabling full screen optimization didn't give me a boost in FPS, but made my game much more smoother.

Yes, the same thing apply. On Win11 unchecked (FSO) works even better
