Let it ripe properly. Roast it. The maize seeds you are talking about, are for sure eaten by most of us. Separate them from the stalk. Now you will notice white flakes of husk left in the stalk which were surrounding the seeds. You say cow will eat the central portion. Why? Have you ever chewed that husk flakes? They are very soft while the seeds are hard to chew. Besides these white flakes are sweet too. Try it.
I think so a different variety just like cherry tomatoes. If is it same variety then its not a good idea to harvest corn at very early stages due to only taste and flavors but compromised nutrition and benefits.

Baby corn varieties are different. They come in multiples, nornmal corn would be just 1 or 2. Baby corns are 11 to 12 on one plant, per node.
