According to Frank Battisti in The New Winds of Change, the original was for piano and soprano (in 2000). The wind band version was created by Verena Mosenbichler-Bryant (Duke University) and premiered with this soprano, conductor and the University of Texas Wind Ensemble in 2009.
Oh, gotcha! I can see where that would be easy to do! Plus, I was drawn to believe you because I've found other mistakes in Marstro Battisti's book, though it is still a fantastic synopsis of the Wind Band history and literature.

That's interesting. Corigliano's website even sites it as a 2000 work. I wonder what's up there.
