EU is buying refined Russian crude from India at huge profit margins for Indian refiners, yet neither the US nor its western allies have had the courage to publicly acknowledge this. The sanctioned have failed primary because India and China are siding with Russia.
Sanctioning failure is not enough.

BTW, German automakers are doubling down on EV investments and partnerships with Chinese EV companies because they understand too well that: 1) China is a leader in EV technologies, 2) China is the biggest car (especially EV) market in the world, 3) China is the manufacturing powerhouse of the world and 4) the EU is none of those and it is only going downhill. So, sanctions do in some ways benefit China.

German automakers have to reach out to China to save themselves. They had a decade to develop EVs and they did squat as they relied on Asian battery technology. So if BMW and Mercedes crash (unlikely), that’s not a loss unless you’re an oligarch.
