Based on the things you mention, you need to live in the City like BGC and Makati in Manila or Cebu.. But cost of living is high unlike in the Province.
I drink tap water every day and I haven't got sick. Also, there's a lot of Refilling Water stations that offers mineral water for 20 pesos per 1 gallon. Pharmacies are all over the place too. If you want to live here just find a place where hospital is 5-10 km so it's easy to go.

Electricity is expensive in Philippines compared to peoples income. I think more expensive than here in Australia. You pay every month in Philippines. We pay about AU$125 a month in Australia but and we run Aircon and large tv fridge powertools etc. In Philippines hey have Thermally produced power as well as fossil fuel powered stations. In Australia we dont have thermal power which is a cheap way to produce electricity so WHY is electricity so expensive in Philippines?

Don't waste money on high octane unless you've a higher compression engine. High octane is not a better or worst gasoline. Rather it is design for higher compression engine so the gasoline won't prematurely ignite (like lower octane) until the cylinder reach the higher compression ratio. It does not burn better or worst. On the other hand, you do not want to save money to put lower octane in higher compression engine. The gasoline will premature ignite earlier before it reach the compression ratio, hence engine damage will occur.

Your manual will have a recommended octane rating. Using higher octane fuel when it is not needed will NOT increase the life of your engine but using lower than recommended octane will decrease the life.
Tim the electricity is not cheap here in the Philippines. It's even getting more expensive when you don't pay directly to Meralco. The aircon use the most. We have at the moment 4k, in Summer 8k. That's life bro ;-)

Well we know some things that are not cheap in the Philippines, eggs and gas. Eggs are 59 cents a dozen in my area of the Midwest right now and gas was $2.19 a gallon last I looked. Thumbs up for Chrissy.

Gas here in Maryland is pretty reasonable $2.10 a gallon for regular and about $2.60 or a little cheaper for premium.
