We say that at the surface of the water ( water contained in a vessel), the water molecules experience two kinds of forces, which are *adhesive force*
And *cohesive force*
Here sir, we say that due to *greater force of cohesive* than adhesive, the surface water molecules experience some *net downward/inward pull*..and here sir does this Net Cohesive inward force pull down the surface water molecules inside of the liquid ( to the bottom / downside of the vessel)?. If not then why?

No ,you are wrong ,i think.
You are talking about the lower meniscus in test tube.
Here ,actually the responsible force is adhesive force .because adhesive force act between the surface and water, here ,this adhesion pulls water upward about the surface.
So it looks inside the test tube , water near the surface looks pulled upward .
But the actual layer of water in the test tube is the lower water that is in the middle.
