It's because you don't understand how skins are made. The usps is alot of artwork that stuck to a theme, the handle on the usps being a katana handle wrap was cooler then anything that glock did. Let's not incentivize setting a base layer, cranking the shine and calling it a skin. He also said just add Normal dopplers if you're gonna add a shiny glock.

That's why valve isn't using someone else's awp fade in game or someone else's generic gem stone skin because the community isn't the one making those. Valve is the one making the sliders in the workshop, if valve adds a slider and a person just cranks that slider then its still valve who made it. Valve wants artwork from the community, look at community skins for proof, m4a4 tooth fairy, the anime m4a4 etc. If you are going to just crank a slider you need to invent something, like the famas waters of nephthys from the anubis collection that did smt super unique.
