My theory in terms of defense could be similar to why the Stegosaur has its back plates simply put, if something bit onto those plates, they break off and the animal can go for the family jewels.

The skin thing has been mostly debunked if I'm correct. It has very little function, and drastically lowers the animals range of motion in its neck. Most neck movements could result in tearing the skin. Spikes on the other hand could have helped them with self defense, intimidation, display, and probably more
They look far too thin and round to be for sails. Skin on them wouldn't nessecarily mean sails on their neck. Imo, they could very likely be osteocones. A type of skin covered horn commonly found in girrafade family members.
