Castle Films had the rights to reissue Paul Terry's "Terrytoons" for 16mm home movie use (both sound and silent versions) in the 1940's- this is an excellent example. I believe this was originally released as "The Busy Bee" (1936).
I bet that is Cobweb Hotel, a kind of famous cartoon, and here on UA-cam. Another great bug toon from around this time is Honeymoon Hotel. No villainous spider though.
One of my favorite genres, bug toons. I guess Paul Terry already had the basic ideas of Mighty Mouse in place. Those flowers were gorgeous, to bad it wasn't in color.
This was directed by Mannie Davis & George Gordon {he'd later migrate to Hollywood and join MGM's animation staff in the early '40s, and eventually become a key animator in John Sutherland's industrial animation unit by the '50s}...

I used to have another one of these cartoons on video and the spider really creeped me out.
