I am a little disappointed with this interview - I'm sure Tracy's good at her job, but she wasn't very careful with her words in the interview when discussing what counts as a crime. I don't believe that the line is "is it offensive" or "is it insulting", that bar would be far too low and isn't on the same level of incitement to violence or hatespeech. I think it undermines the goals of prosecuting this type of crime to suggest to people that they're casting a wide net.

That's why we have defence lawyers to interpret the law and use it to defend those charged and a jury to decide whether that law was broken. This part of the police would be funded from taxes so my personal cost would be so small it wouldn't be worth qualifying, HOWEVER, these inefficiencies add up. No law dies, it gets modified and added to resulting in the inefficiencies that public sector work is renowned for. Which collectively, no matter how small individually, adds up to a significant cost. Does that answer your question?
