if you have already installed the mediatek driver, try installing the libusb devel filter.

there is no problem with the miui version, choose the version you like... but for the region, choose the firmware with the region of your device..
unless your device has bootloader unlocked.. you are free to choose any firmware region

Check on settings about phone-MIUI version.
