This has been happening for hundreds of years now, you'd think that they would have realized long ago that building square structures was not a good idea...
Nada, they've kept building the same square stick homes ...what they need to rebuild are domes...the best would be an exoskeleton dome with plates that absorb flying debris, over lapping each other plate, like dragon skin...

Of course there is....it just costs money and space.
There is nothing that will completely keep you safe against mother nature. Unless you go underground but you can't go underground on a beach you can't go underground on the coast because the more you dig the more water comes up. A lot of Florida is built on bedrock that is porous.
My Aunts grandfather built a cement block house in the 1930s that she lives in now in Panama City. The houses built around it were wood or aluminum frame of the 50s and 70s. Hers was the only one standing after Micheal, but the west windows were all blown out. The well her grandfather dug also still worked. So, yes, you can build hurricane proof structures.

When this is all said and done since nothing has been left unscathed, we really need to work on a better way to build for the storms. On the other coast we need to rebuild in a way that can handle the fire. It's time we change the way we do construction.
Time to move out of ecologically sensitive/violent areas.
The trouble is that will be everywhere. Earthquakes have begun the water is moving into flooded low-lying areas, volcanoes are waking up the land is shifting. My fiance won't believe me that in the matter of a year the ground can turn to liquid in a earthquake written area, causing tsunamis, and vibrating enough volcanoes to life along the fault lines that it could push an entire plate at a devastating rate. It could be anything from seismic activity having something pulling on it from space, to the heating of the planet causing things to move violently. Are forests cannot sustain building materials to replenish what we will lose yearly. This may just be where we put our mentality to use, and start doing things right just to get by. Everything can be reused within reason. When we build something usually Engineers add to the plan of the environment that you are building in. This time we really need to rethink the building codes, as well as safe places that me float, and or evacuation areas for elderly and children. We may just have to create honeycomb shaped cities that are interlocking and float. We need to rethink our entire infrastructure regardless of what we do.
You must leave days before.once you first hear a hurricane is coming. Always have money to relocate to an Airbnb in Mexico Do not die with your stuff. Stuff means nothing. Your life is valuable.

He might even have built up resentment towards a male figure who had emotionally or mentally abused him during his early adult years. Or, then again he might have a gender issue and so has developed a hatred for his male counterpart. Consider the age relevancy of his victims.... Are they representative of 'Authority' figured, etc. Facial hair??? From my understanding, both the Coast Guard and National Guard have been called-in to assist in rescue efforts.
