You need to improve spawning
Either put several spawn points, or make one spawn a squad of NPCs
Make a script so that they'd have to take and hold a specific area of the map (whichever you choose) to make it like king of the hill
Squad formations
Combine: 3 SMGs, 2 rifles, 1 shotgun
Rebel: 3 SMGs, 2 rifles, 1 shotgun (2 regular SMGs and 1 medic)
3 squads per team (a squad respawns only if it gets fully eliminated and its members don't respawn until the rest of NPCs from the same squad die)
And I think rebels should spawn inside apartments, and combine should spawn by dropship
You could also place snipers inside the buildings near windows to defend each team's spawns (you can use a black mesa sniper for rebels)
