I've been looking for this cartoon for 20 years now and I thought I had dreamt it all up.

This was actually the last cartoon from the Ub Iwerks studio.

Yep, the last one. Carl Stalling moved over to the Leon Schlesinger studio, and worked on Warner Bros. cartoons for the next 22 years. Ub Iwerks subcontracted a few of them during 1937, and rejoined Walt Disney's studio in 1940.

A Nintendo employee must've watched this cartoon and got inspired to create Bullet Bill.

So sad that children are taught that it is okay to treat others like dross.

    Was this a one off?

Yeah, from this studio. The characters did make an appearance in the Walter Lantz short “Boy Meets Dog” and a live-action film in 1941, but neither of them were popular enough to become a series.

Actually, It's the other way around. Hal Roach patterned his OUR GANG/LITTLE RASCALS shorts after the REG'LAR FELLERS comic strip.

Joe's right. The Our Gang shorts premiered in 1922. While Reg'lar Fellers was launched in 1917.
