Good project! For the water, be sure to check the gutters to make sure they drain away from the garage. If there are no gutters, put them on and drain away from the garage. There is a resin type floor leveling systems out there you may want to check on. You pour it and it self levels. I'm not sure how it would work with cracks though. Good luck!
Since your getting water here and there you may be best served throwing an epoxy down instead. Water will get under the tiles and cause them to separate and mildew/mold to build
The kind I'm getting "states" it resist mold but I can also remove them and clean them easily. I'm laying more cement in the cracks as well as the wall edge so hopefully it will help with the water, plus a garage door seal. I would love an epoxy floor but there like $5k. I'm gonna see what I can do with some basic upgrades, then maybe vanilla box it with dry wall and insulate it. Not sure yet...
