I hope Japan joins next year.
I think taon taon yata pag may balikatan kasama sila sa mga observers along with indonesia, vietnam, south korea, singapore etc.
It should include Japan. As neighbor, Japan could come to aid the PH if China escalates, so Japan should participate in the exercise to know its position.

Ukraine ask help from the European and US to provide weapons there are 2 scenario
1.US and European don't provide help and in a few months Ukraine will be defeated
2.US and European provide weapons to Ukraine so they can fight back
The difference between PH and Ukraine is that PH have an alliance treaty with US it means US are obligated to provide weapons and Help PH to repel any attack
